威廉·佩特森是主要的设计KPF合伙人，事务所的首席设计师。生于1938年，出明尼苏达州。他一生设计过无数获奖作品，以摩天大楼和超高层建筑扬名。1982年的《新闻周刊》杂志赞誉他是“当今美国高层办公建筑最具影响力的人物。佩特森是高层建筑的提倡者。他的许多学术著作都涉及超高建筑。如《都市建筑与高层建筑的思考》，《建筑与应用：摩天大楼的基本标准分析》。面对落成的上海环球金融中心，佩特森坦言这对他漫长的设计生涯是“最重要的一座楼，对我有太多的意义。”在上世纪60年代，佩特森是贝聿铭的合伙人。1976年，他和另两位建筑师尤金·科恩（A．Eugene Kohn）和谢尔登·福克斯（Sheldon Fox）成立KPF建筑事物所。
威廉·佩特森对超高层建筑充满了痴迷般的热爱，“有多少时间呆在地面，就应有多少时间呆在空中。”佩特森深信垂直庭院都市的概念大有发展空间。未来的都市建筑与超高层建筑，在他看来，于能源和可持续发展紧密相关。从物流，交通各方面来说，高楼能做到最大地容纳人口，最少地消耗能源，给都市客的生活工作带来极大便利。佩特森的建筑思维曾受到美国著名的建筑与设计评论家保罗·戈德伯格的批评。有趣的是，两人同住在Beresford. 有好事者评论说二者若在电梯间相遇，谈话必然有些尴尬吧。
